This PR updates the getIPFamilyConfig function to support dual stack IPv6 Primary cluster.

  • Set IPFamily to IPv6 if IPv6 is the first IP Family in spec.ClusterNetwork in networks.config.openshift.io.
  • Set IPFamily to IPv4 if IPv4 is the first IP Family in the spec.ClusterNetwork in networks.config.openshift.io
